Vic Citarella, Director, CPEA
Vic joined CPEA after 10 years as a Director of Social Services and 25 years working in local government. He has been a long standing Associate Consultant to the Local Government Association and has extensive experience at Board level with Sector Skills bodies in adults, children’s, voluntary and local government sectors across the UK. He currently chairs a safeguarding committee for a not for profit housing and social care provider. As a Director of CPEA, Vic is responsible for marketing and quality assurance of products. He provides expertise in workforce strategy, provider engagement, adult safeguarding and leadership. Vic is a professional mentor working with a number of programmes, customers and associates.
Margaret Flynn, Senior Associate Consultant
Margaret Flynn is the Independent Chair of Lancashire’s Safeguarding Adults Board and the Joint Editor of the Journal of Adult Protection (with Bridget Penhale). Since Chairing the Steven Hoskin Serious Case Review, Margaret has chaired and written several types of reviews addressing the deaths of adults with learning disabilities and of adults with mental health problems. These reviews considered cruelties such as torture, sexual humiliation, coercion, theft, suicide as well as murder and separately, self-neglect. She wrote the Winterbourne View Hospital SCR with Vic Citarella. In December 2013 she was commissioned by the Rt. Hon Carwyn Jones, the First Minister of Wales, to undertake a review of the neglect of older people living in care homes investigated as Operation Jasmine. Before going independent and joining the CPEA network, Margaret held research positions at the Universities of Manchester, London, Sheffield and Sheffield Hallam and worked with the National Development Team. Margaret writes for academic and practitioner audiences, as well as for people with limited literacy skills.
Sue McGuire, Associate Consultant & Researcher
Sue McGuire began her career in public services in information management, research, policy and strategy development. For the last seven years she has been Assistant Director for Performance and Business Development for the provider arm of Knowsley PCT. The provider arm was integrated with social care provision in Knowsley and having worked across social care and health for over 20 years Sue has an exceptional insight into the working of services, systems and policy frameworks of both. Career highlights include introducing a new management structure which achieved cost efficiency savings of 30% in the provider management structure, plus the development of Knowsley’s TCS application to transfer the provider services to 5 Boroughs Partnership Trust. Sue has strong financial, statistical, presentation, strategic planning and negotiation skills, and is able to work with wide ranging groups of interested parties on services or issues and generate creative ideas, design solutions and manage change projects through to delivery. She is particularly especially experienced in tendering for services and is skilled in eliciting the required information for tenders, supporting providers to develop strong service models to meet specifications and writing confident and persuasive tender documents to meet the requirements of commissioners.
